Public comment isn't a formality. It's part of the record.

Every written comment becomes part of the official file that board members read before voting. Every spoken comment is transcribed and archived. Boards are required by law to consider what you submit. Here's how to do it well.

Pick a hearing

Find the hearing on this calendar. Read the staff report (linked from each hearing detail page) to understand what's being decided and what's already in the record.

Decide how to comment

Written is easier and goes on the record either way. Speaking gives you 3 minutes at the hearing. You can do both. If you can't attend, written is fine — and it's read.

Write or speak clearly

Lead with what you support or oppose. Be specific about why. Personal experience matters more than rhetoric. Address the decision-making criteria the board has to consider.

Submit before the deadline

Written comments are due 2 days before the hearing for inclusion in the packet. After that, comments still go on the record but board members may not read them in time.

Reviews development applications, variances, subdivisions, and zoning changes. Recommends to City Council on major projects; has final say on minor variances and site plans.

City Council

1st & 3rd Wed · 7 PM

The elected legislative body. Final approval on ordinances, zoning changes, budget, and major variances. 9 members — Mayor + 8 ward council members. Public comment on every agenda item.

Historic Preservation Commission

1st & 3rd Tue · 6:30 PM

Reviews exterior changes to buildings in the Historic District. Issues Certificates of Appropriateness for renovations, additions, signs, and demolitions. Required before HPC-area work begins.

Board of Zoning Appeals

1st Fri · 6 PM

Quasi-judicial body that hears variance requests from individual property owners (e.g., "I want to build a deck 2 ft over the setback line") and zoning interpretation appeals.

Environmental Commission

2nd Mon · 6 PM

Advisory body on environmental policy. Reviews and recommends on climate action, stormwater, tree canopy, watershed protection, and Chesapeake Bay Critical Area issues.

Transportation Board

3rd Thu · 6 PM

Advises on parking, transit, bicycle/pedestrian infrastructure, traffic calming, and road design. Reviews major traffic impact studies for new developments.
